Personal data revealed by the Government Portal - State risks hefty fine

After the personal data of several citizens being revealed through the Portal Base, the government blocked the portal. The data disclosed includes names, addresses, signatures, Citizen and Taxpayer Card numbers, telephone numbers, among others, contained in public contracts published in the State's Portal Base, in accordance with the transparency policy. This disclosure violates data protection legislation and a hefty fine may apply to the State.


After Expresso detected and disclosed this illegality, the Government blocked access to public contracts on the Portal Base. Contracts that contain personal data are included within the scope of school groups, companies, local authorities and RTP.

After questioning, the Ministry of Infrastructure and Housing, which administers the portal, pointed out the following: “The problem was detected and the portal is already blocked. We are trying to solve the situation and the portal will be active again when the security conditions are met.”.

The Government has the obligation to communicate this failure to the CNPD within 72 hours, indicating the measures implemented or to be implemented to avoid future damages. The RGPD also obliges you to inform citizens whose personal data has been exposed.
